Ontario is a popular place to immigrate to. In October, it was reported that Ontario welcomed 486 Express Entry candidates to apply for the province’s provincial nomination. In 2020, the province invited 6,716 Express Entry candidates to apply for nomination using the HCP stream. The HCP stream was Ontario’s most popular Express Entry-linked pathway that year.

Why does Ontario need immigrants?

Canada aims to welcome 400,000 new immigrants to the country each year between 2021 and 2023. The country welcomes immigration in three classes: the economic class, family class, and refugee and humanitarian class.

Express Entry vs. Ontario PNP

The Express Entry route is based on a Comprehensive Ranking System (CRS). Points are tallied up based on human capital factors. Most Express Entry candidates do not need a job offer in place to apply. However, having a job offer in place will result in more points. This will give you a better chance of receiving an invitation to apply for Canadian permanent residence.

The Canadian PNP route was established to provide a greater balance of distribution of immigration throughout the Great White North. It ensures immigration isn’t regionalized, preventing the rest of the country from benefiting from it.

Participating Canadian provinces and territories have opportunity to nominate a specified number of economic immigrants seeking permanent residence each year. Canada’s PNPs are different from one province to the next. Each province is allowed to determine its own set of PNP nomination requirements.

If you want to immigrate to Canada by way of the country’s PNP pathway, you must be nominated by a province or territory first.

Immigration through the OINP pathway

Ontario is one of nine Canadian provinces that offers a PNP to immigration candidates. As previously stated, Ontario is the most popular destination for new immigrants. Ontario’s appeal is obvious. It offers a range of great employment opportunities. Newly arrived immigrants can find some of the highest wages in the country and the population is diverse. Around 8,000 invitations to apply are posted through a variety of streams each year.

You can submit an application to immigrate to Canada without a job offer using the Ontario Express Entry: Human Capital Priorities Stream. This pathway was created for foreign skilled workers who want like to live and work permanently in Ontario.

The pathway allows Ontario to seek out and nominate eligible candidates for immigration. These candidates must have submitted a profile using the Canadian Express Entry route and must meet the language, work experience, and other criteria necessary to enter Ontario’s labor market.

This route doesn’t require a job offer, but candidates must have an active Express Entry profile. In addition, they must meet the requirements set by Ontario. Requirements include having work experience in targeted occupations or industries. These requirements must be met to be considered for the ONIP and thus, invited to apply.

Successful ONIP applications will receive a Nomination Approval Letter. You will be asked to accept or refuse the Express Entry nomination. If you accept the nomination, you will receive 600 points towards your Express Entry CRS score. This additional 600 points will effectively guarantee you to be invited to apply for Canadian permanent residency.

What are the requirements of the OINP?

You must meet a set of requirements to be eligible for the OINP Express Entry Human Capital Priority Stream. To be eligible, you must:

• Have an Express Entry profile and it must be active
• Meet the eligibility requirements for one of the Federal Skilled Worker Program (FSWP) or
• Meet the eligibility requirements for Canadian Experience Class (CEC)
• Meet the OINP’s work experience requirements
• Have a Canadian Bachelor’s, Master’s, or PhD degree or an equivalent foreign education credential, and can prove it
• Demonstrate an English language proficiency level of 7 or higher of the Canadian Language Benchmark
• Intend to live in Ontario
• Have a sufficient amount of money to cover the settlement costs in Ontario

Canadian immigration has no set CRS point minimum for the Human Capital Priorities Stream. The ONIP may vary from draw to draw depending on the minimum set number points.

Today we’re going to look at one of my favorite topics How to immigrate to Canada without a job offer. And specifically we’re going to be looking at the Ontario Provincial Nominee program or the Ontario PNP.

it’s interesting to me because one of the things that I hear time and time again is, “Monty, I need a job to emigrate to Canada. Well, obviously having a job does help. But in many situations, and in many circumstances, it’s not necessary and you can immigrate to Canada without a job offer.

And when most people think of emigrating to Canada, they think of the Express Entry System and the visas that granted on the back of that system ie Federal Skilled Worker Federal Skilled Trade, Canada Experience Class but they seem to overlook always the PNP the Provincial Nominee program.

I think this myth really of having to need a job offer before one can immigrate to Canada on Express Entry is because express entry uses the comprehensive ranking system CRS, and during the CRS points are accumulated based on a number of different factors and for Express Entry these are called Human Capital factors.

But essentially, in most cases, express entry candidates do not require a job offer, although having won does obviously result in a higher number of points. And therefore a better chance of being invited to apply for permanent residency.

However, the PNP or Provincial Nominee Program does things a little bit differently. The PNP was introduced to ensure a fairer or more balanced distribution of the benefits of immigration throughout the provinces, with each province given the autonomy to determine its own set of nomination requirements.

So depending on your age, employment, the role that you do, the experience that you have, the qualifications that you hold, it may well be that you can fit better or easier into one particular province rather than the other.

So you might be asking why I chose to focus on Ontario. The Ontario Provincial Nominee Program is called the OINP, and you probably see a reference like this online and in the news, but essentially, Ontario gets about 1/3, so 33% of all newcomers in Canada arrive in Ontario as their first destination.

And why is this? Why do people tend to head to Ontario as opposed to any other province?

Well, really, it’s got to be the employment opportunities, high wages and diverse population every time those three things come up, employment opportunities, high wages, diverse population.

So it’s no surprise that Ontario or the Ontario Immigrant Nominee program OINP is actually one of the most active PNP programs in the whole of Canada and a massive 8000 invitations are sent out through multiple different streams each year directly from the OINP.

So how then do you emigrate to Canada, Ontario in this instance, without a job offer?

Well, the first thing you need to do is make an application under what’s something called the Ontario Express Entry, human capital priority stream. Now, as you can expect, the OINP priority scheme is limited to some very specific roles and jobs.

So first of all, software engineers and designers, if you’re currently a software engineer or designer, and you have the right skills, the right experience and the right qualifications, then Ontario is going to be a very interesting possibility for you.

As well as software engineers and designers, computer programmers, and something called Interactive Media developers are also on that list. And not only that, we also have computer engineers, web designers, web developers, database analysts, data administrators, and Computer and Information System Managers as well.

So a job offer then is not required by Ontario. Although you must have an active Express Entry profile and of course meet other strict requirements laid down by Ontario such as work experience in your target occupation, he must have a Canadian bachelor’s, master’s degree or PhD or equivalent. And when I say equivalent, I’m talking about having had your foreign education credentials verified and equivalents by WES or one of the other ECA providers also you’re going to need a language proficiency level of seven or higher in the Canadian language benchmark.

It also goes without saying that because this is the Ontario PNP that you need to have a real intention or you need to be able to demonstrate a real intention to reside in Ontario.

And of course, you need to have sufficient funds to cover the settlement costs in Ontario itself.

So while this has been a very high level overview of how to immigrate to Canada without a job offer, specifically to Ontario via the Provincial Nominee program is very much a process that you can do yourself without needing a migration agent without needing a migration lawyer saving yourself 1000s of dollars. And actually what I found over the years is when an individual makes their an application themselves, they are naturally so committed to that application, that it does tend to run a little bit faster and actually a little bit smoother than using an agent or a lawyer.
